GreenArrow acquired MSL Electric, Inc., a full-service electrical contracting firm based in Anaheim, California, and announced the deal on September 2, 2026. The acquisition adds MSL's construction capabilities to the maintenance operations GreenArrow already runs in Southern California. Law firm Cooley advised GreenArrow. Warren Moore, MSL's co-founder, will continue with the business, Private Equity Professional reported. Financial terms were not disclosed.
Warren and Sally Moore founded MSL Electric in 2002. The company does public works for municipal, county, and state agencies across Orange, Los Angeles, San Bernardino, and Riverside counties, building traffic signals, intelligent transportation systems, street and highway lighting, fiber optic networks, and airport electrical systems. It is a union shop, signatory to the International Brotherhood of Electrical Workers (IBEW), the Operators, and the Laborers.
Most of the clients on MSL's project history are paving and heavy civil general contractors, among them R.J. Noble, Sully-Miller, All American Asphalt, and Griffith Company, with direct work for public owners such as the Los Angeles County Department of Public Works and the cities of Orange and Huntington Beach. Its conduit work includes the 405 toll lanes for the Orange County Transportation Authority.
"By combining our specialized construction workforce with GreenArrow's nationwide resources and strong regional maintenance presence, we can take on larger, more complex infrastructure projects," Moore said.
GreenArrow is a platform of CAI Capital Partners, a private equity firm that invests in founder-owned businesses in the Canadian and US lower middle market. CAI launched GreenArrow in March 2025 by uniting three companies it had backed: Midwestern Electric in Indiana, Kuharchik Construction in Pennsylvania, and Bear Electrical Solutions in California. Lloyd Kuehn, previously an executive at former CAI portfolio company GeoStabilization International, was named chief executive. GreenArrow maintains and installs traffic signals, streetlights, intelligent transportation systems, and utility systems, and reports more than 650 employees.
MSL is the fourth acquisition GreenArrow has announced in 2026. The one before it was Atlantic Transportation Systems, a Central Pennsylvania traffic systems company, in June.
"Integrating MSL Electric's strong construction capabilities with our established Southern California maintenance office significantly elevates what we can deliver to our municipal and agency partners," Kuehn said, adding that the acquisition allows GreenArrow to provide "a seamless, end-to-end lifecycle solution, from heavy infrastructure construction to long-term routine maintenance."
GreenArrow's California base is Bear Electrical Solutions, founded in 2013, which CAI partnered with in August 2024. Bear maintains and installs traffic signals, streetlights, and electric vehicle charging stations for more than 100 public agencies across the state. GreenArrow has since added two more California companies: Loop Installation & Repair in Granite Bay in June 2025, and Earthbound Electric, a traffic signal and streetlight contractor in San Luis Obispo and Santa Barbara counties, in September 2025. GreenArrow announced the Earthbound deal, made through Bear, in October 2025. GreenArrow has California offices in Anaheim, Oceano, Sacramento, and San Jose, and Anaheim is MSL's home city. GreenArrow describes its Southern California presence as a maintenance office, and it has now bought a union contractor whose project history is mostly construction work for general contractors. Those are different customer relationships, and Kuehn's lifecycle language describes putting them under one owner. For signal and lighting contractors, that puts a maintenance-led platform among the buyers for a construction business. Moore staying on is the one succession fact the parties disclosed, and it keeps the co-founder inside the business whose general-contractor relationships fill MSL's project list.
