TA Services and Carmen Pacheco Transportation

What happened

TA Services, the non-asset flagship division of PS Logistics, announced on October 6, 2026, that it had acquired the assets and operations of Carmen Pacheco Transportation, LLC (CPT), an El Paso, Texas, carrier, together with Interload Forwarding, LLC (ILF). Both are family-owned transportation and logistics businesses that grew out of an enterprise founded by Richard Ibarra Sr., and they serve customers across the United States, Mexico, and Canada. The deal includes trucking assets, five warehouses totaling more than 550,000 square feet, and a truck yard of about 10 acres, and it gives TA Services a larger presence in El Paso and Laredo, two key gateways for U.S.–Mexico freight. Financial terms were not disclosed.

The seller

CPT was established in El Paso in 2007 with a small fleet of trucks, running full-truckload freight to and from the city. It now moves freight to and from the U.S., Mexico, and Canada, runs local cartage around El Paso with cargo vans and straight trucks, and handles freight consolidation and deconsolidation in El Paso and Laredo. The company is C-TPAT compliant and SmartWay certified.

According to federal motor carrier records cited by FreightWaves, CPT operates 61 power units with 57 drivers, logged nearly 8.3 million miles in 2024, and hauls general freight, dry bulk, beverages, and paper products. ILF, which lists an address in the same El Paso industrial complex, operates 72 power units with 66 drivers. Between them, the two companies offer local and long-haul trucking, warehousing, cross-docking, brokerage, and customs-related services.

The entire CPT and ILF team is staying, and members of the Ibarra family remain involved in the businesses. "We built these companies by knowing our customers, keeping our word and taking care of the freight entrusted to us," Ibarra said. "We are excited to partner with TA."

The buyer

TA Services is a third-party logistics provider based in Mansfield, Texas, founded in 1986 on a handshake among four partners. It offers multimodal brokerage, managed transportation, cross-border logistics, and warehousing across the U.S., Mexico, and Canada. P&S Transportation acquired TA Services in 2014, and it is now part of PS Logistics, a Birmingham, Alabama, flatbed transportation and logistics provider founded in 2004 that runs both asset-based and non-asset operations. Gamut Capital Management and the British Columbia Investment Management Corporation (BCI) agreed in June 2021 to make a joint investment in PS Logistics, and both firms list it as a current portfolio company.

TA Services has been buying logistics businesses since 2019, among them Toronto-based Scout Logistics in 2021 and San Diego-based KPI Logistics in October 2022, which FreightWaves reported as its fifth acquisition since 2019.

"Cross-border performance depends on what happens on both sides of the border and at every handoff in between," said Scott Schell, CEO of TA Services. "CPT and ILF have developed their people, built exceptional facilities and demonstrate elite transportation capabilities to manage those handoffs for their customers."

What this means for trucking owners

The buyer is the non-asset side of a logistics group, and what it bought at the border was physical: two fleets and their drivers, warehouse space, and a yard. Its chief executive credited the people and facilities CPT and ILF had built for managing cross-border handoffs. For a border carrier, that puts the warehouses, consolidation, and customs work beside the trucks in what this buyer paid for. OffDeal's page on selling a transportation business covers how buyers approach carriers like these.

TA Services bought the assets and operations of CPT and ILF rather than the companies themselves. An asset deal and a stock deal carry different tax and liability consequences for a seller, and which one is on the table is negotiable. Here, an asset sale did not separate the business from the people who run it.
